In the resolution entitled “Functioning of democratic institutions in Azerbaijan”, the Assembly expressed concern about the information regarding the problem of arbitrary application of criminal low for the purpose of restrictions on freedom of expression, what was pointed out by the Committee of Ministers in the framework of the oversight of decisions of the European Court of Human Rights.
Delegates also expressed concern about allegations of restriction of the activities of extra-parliamentary opposition and restrictions imposed on freedom of assembly.
Delegates urged Azerbaijan to ensure full implementation of the decisions of the European Court of Human Rights to release the political detainees, provide an environment in which journalists can carry out their work and in the future amend the legal framework for functioning and funding of the organizations of civil society to bring it fully into compliance with EU standards.
Head of the Azerbaijani delegation to PACE Samad Seyidov responded firmly to criticism of the country in the organization.
“We know very well what forces stand behind you. You work together with Armenians. Your objectivity is perceived” – Seyidov responded to Dutch MP Pieter Omtzigt’s criticism.
After that Seyidov accused the organization of being biased against Azerbaijan and pursuing a policy of double standards.
“Lately the Secretary-General of the organization was criticizing only Azerbaijan. Instead of demonstrating an equal and objective treatment to all Member States, he speaks only about one country. Why do they treat Russia differently, in order to get this country back to organization, but when it comes to us, they show another attitude?” he asked.
